It seems odd since Norsca is still in the campaign, you just can't play them. The only slightly annoying one is the omission of Norsca, primarily because that's who I was planning on playing first off because I haven't tried them yet. On higher difficulty levels the AI just cheats harder so I'm not overly concerned about having to dial the difficulty back if it is an issue, but I doubt it will be.
